Milestone Programme in Urban Governance 2026

Welcome to the Milestone Programme in Urban Governance 2026. Your cohort directory, agenda, and pre-reading materials are now available on the platform. We strongly encourage all participants to review the Speaker Profiles and Programme Handbook before arrival, and to complete your own participant profile, your fellow cohort members will be accessing the directory from Monday.

Pre-programme reading: please download and read the Singapore Liveability Framework Primer (available under Programme Documents) before Day 1. This primer will be the conceptual foundation for the first week's sessions and prior familiarity will significantly enrich your participation in discussions. The Programme Director's welcome video is also available under Programme Documents.

Practical: all participants should have received their welcome email with platform login details. If you have not received this, please contact the programme coordinator at ug2026@clc.gov.sg at least 48 hours before programme start. The programme venue for all plenary sessions is Pan Pacific Singapore. Venue details for site visits are in the session descriptions, please check the day before each visit.

Please note a venue change for the Smart City Architecture session (Day 8, 16 July). The session originally scheduled for the Lifelong Learning Institute has been moved to Pan Pacific Singapore, Ballroom due to a venue systems upgrade at LLI. All other session details remain unchanged. The Punggol Digital District site visit (Day 8 afternoon) proceeds as planned, departure from Pan Pacific Singapore lobby at 13:30.

Materials for Week 2, including the Smart Nation Strategy brief and Digital Urban Governance principles paper, are now available in the respective session pages. The Urban Finance Instruments overview for Day 9 has also been uploaded. We recommend downloading these to your device before site visits where connectivity may be variable.

The Cohort Action Planning Workshop (Days 13–14, 23–24 July) is the programme's culminating exercise. Each participant is expected to arrive at the Day 13 morning session having selected a specific urban challenge in their city for which they will develop a structured policy recommendation or institutional initiative, using the Singapore Liveability Framework as a structuring device.

City-groups (pre-assigned by the programme team, visible in your cohort directory) will work together on Day 13 to develop and peer-review their individual action plans, and each group will receive a 30-minute advisory session with a faculty member. On Day 14 morning, each city-group presents to the full cohort (10 minutes + 5 minutes Q&A). The Action Planning Framework template is available in the Day 13 session page for download.

Presentations are optional to record, if you wish your presentation to be added to your participant record on the platform, please indicate consent on the sign-in sheet at the start of Day 14. Recorded presentations will be available to all cohort members post-programme.
