Singapore's transformation from 'Garden City' to 'City in a Garden' represents a fundamental shift in how green space is conceptualised in urban planning, from decorative amenity to functional ecological infrastructure integrated into every scale of development, from street-level tree canopy to roof gardens mandated by building code. This session examines the institutional and regulatory architecture that achieved 47% green cover in one of the world's densest cities.
