Heritage Conservation in a High-Growth City

Singapore's conservation programme has preserved over 7,000 buildings across 100 gazetted conservation areas since the Conservation Master Plan of 1989, adapting colonial shophouses, ethnic enclaves, and industrial warehouses for contemporary use while maintaining the street-level character that distinguishes Singapore's urban fabric from generic Asian metropolises. This session examines the political economy of heritage conservation, how it was justified to a government prioritising growth, how enforcement works across private ownership, and what adaptive reuse models have proved most economically durable.
