Singapore has moved from a predominantly top-down planning culture to one that formally incorporates community consultation, from Our Singapore Conversation to participatory park planning at the neighbourhood level. This session examines the evolution of community engagement instruments and the institutional trust conditions required for genuine participation rather than performative consultation.
