About this session
This session examines the institutional design features that enable Singapore's government to make and execute difficult long-term decisions, meritocratic civil service, long-ruling political mandate, strong rule of law, and a culture of frank internal debate combined with external discipline, and asks which of these features are necessary preconditions and which are variable instruments that other cities can deploy in their own contexts.
